2 min. at Welcome

Since reinstalling (Win7 Premium SP1) I get at "Welcome"
(1) a small circular icon (clock?) with one hand at 12,
(2) text "2 min"
but no serious delays (let alone 2 min) before the password
field is opened.

Where did this come from? and why does it persist?

Can you describe it in more detail ?
Like colour, position, size etc.
