Bug#651025: puppet: should depend on ruby instead of ruby1.8

Dear Maintainer,

Please change the dependencies for all the Puppet packages to depend on ruby and not ruby1.8. According to James Turnbull, Puppet has supported 1.9.2+ since 2.7.0.

There are a number of ruby library dependencies left to convert to the
new ruby build system (gem2deb) so they support running under 1.8.7 and
1.9.2+ until we can do that, unfortunately.

WHen packaging with gem2deb, using the update-alternatives system to
switch between rubies works fine, if you look away from the
non-converted dependencies.

However, I am uncertain as to the status of gem2deb in ubuntu. In the
interest of keeping changes between distributions minimal, the packaging
switch is being held back until it is actually useful.
