Bug#669655: Please package wine 1.4 series

The wine 1.4 stable series is out now.  It would be very useful and
important to get this into the wheezy release.

I've begun work on the 1.4 series now. wine-unstable 1.3.15 is now
uploaded delayed/10 and destined for unstable (and its wine-gecko 1.1
dependency is in the NEW queue). wine 1.4 is also now uploaded to
delayed/10 destined for experimental (its wine-gecko 1.4 dependency is
currently being worked on by Stephen Kitt).

As these are rather large changes, an NMU diff isn't very useful, so I
am again making the work available via git:
