can connect remotely

i have a network with everyone connecting thru a hub and all running xp pro .
i have a fixed ip address . all computers can talk to each other over the lan
and i can connect to the main computer using the ip via the lan
unfortunatly i cant connect to it via a remote internet connection it says
access denied / may not have permision. i have set up all the permisions . is
there some thing im missing

I CAN TELNET 3389 USING COMPUTER NAME BUT NOT IP ADDRESS

this is on the lan
and im telnet kingscot-1fb943 which is the host computer
i have also set up port forwarding using port forward .com
but still no action
i tryed ping : 61.9.230.107 which is my fixed ip but it timed out

i have just done other tests
services .msc : terminal services running
netstat-a poert 3389 listening
poert query tool
computer name : listening
fixed ip 61.9.230.107 not listening
local ip : 10.0.0.5: listening
open port check tool : could not see 61.9.230.107
sounds like the fixed ip address 61.9.230.107 needs to put into the system
somewhere ?
