OMA Disabled User Still Have Access

I've setup our front-end server and everything is working except that users
that do not have permission can still get on the server from a mobile
device. I disabled OMA for all unauthorized users manually but still they
have the access. I can't seem to find what is going on. There are no log
errors or complaints.

How did you disable OMA for them?
If you answer with anything other than "ADMODIFY" can I ask you do
download it and check a sample account to see what that thinks the
settings are?
