problem sending emails

i looked up the POP3 and SMTP server information but when i try to send
emails it gives me this error.

The message could not be sent. The authentication setting might not be
correct for your outgoing e-mail [SMTP] server. For help solving this
problem, go to Help, search for "Troubleshoot Windows Mail", and read the
"I'm having problems sending e-mail" section. If you need help determining
the proper server settings, please contact your e-mail service provider.

Account: 'pop3.live.com', Server: 'smtp.live.com', Protocol: SMTP, Server
Response: '530 5.7.0 Must issue a STARTTLS command first', Port: 25,
Secure(SSL): No, Server Error: 530, Error Number: 0x800CCC78

That server requires you to use the SSL option.
Follow the settings given here:

Use port 587 rather than port 25 for the SMTP server.

I'm getting a similar error message. I tried changing the port from 25 to
587 and the error is still happening. help.

Are you able to send an email message to yourself?
Do you get the same error regardless of which recipient is addressed?

Make sure you have send authentication enabled.
Go to Tools, Accounts, select that account, Properties, Servers.
Enable the "My server requires authentication" option.
