messages at interval time(xx minutes)

By design, WLMail checks for new messages at intervals even without that
option checked. Something about keeping in sync with Hotmail even if you
don't use it. I'm sure someone can explain in more detail, but WYSIWYG.

WLM by design is hard coded to poll the configured email accounts
approximately every hour (iirc it occurs about every 71 minutes of use).
WLM = Windows *Live* Mail
- since design intent is for use with a Live ID sign-on and corresponding
Live services (Hotmail type accounts, Contacts, Calendar) it will attempt to
sync on the predetermined, hard code cycle.
Fyi - As Bruce noted, it does not matter if one uses WLM with or without a
Live ID or doesn't use a Hotmail type account since the polling is not
specific to sign on/signoff or the type of account (only the presence of).
Likewise Messenger comes indirectly comes into play since for a given Live
ID the same contacts are common in WLM and WLMsgr (as well as for that Live
ID be it a Hotmail account or 3rd party email account registered as a Live
Id).

In fact why they are not more explicit with that check box ??,
Why they are enabling an interval of 480 mm (maxi) if the hard coded
interval is 1 hour (or else) ???
The only way to circumvent this, is to shut down WLM if not needed

As noted...
It's 'Live' and primary focus is and has always been on keeping Hotmail,
Calendar, Contacts in sync (all of which are Live services too). Anything
else is secondary and comes along for the ride (needed or not).

No. IMAP and HTTP accounts are supposed to be synchronized, i.e. folders on
the server and in the client have the same contents at all times. This isn't
practically possible, so the program is designed to keep them in sync within
an hour or two. POP only downloads messages from the account mailbox, on
demand or at pre-determined intervals.
You can arrange for an account not to be synchronized by deselecting the
option to Include this account when receiving mail or synchronizing on the
account's properties sheet. It can then be synchronized on demand by
selecting it from the Send/Receive dropdown.
