The whole purpose of maildir was to do without locking which was
required for mbox. So this is obvious point for most of us and not so
important. But this may help some people

The best way to get this fixed is to send proper alternative text to
the upstream. This is not a Debian specific issue.

I suggest you to talk to:

I think you misunderstand: maildrop is not restricted to maildir; it
can also use mailbox formats for which locking is needed. It does
contain locking code.

You're quite right, this should be reported upstream. I shall do so.
