Bug#611916: context --make fails with can't find file `catc-ini.mkiv'

Can't get it work.
First, there is no texmfcnf.lua (from 2010.07.30 texmfcnf.lua replaces regular
texmf.cnf file).
I created it from contextcnf.lua (it must be completely rewritten).

Than mtxrun --generate works ok.
But context --make or context <any.tex> fails with: ! I can't find file `catc-
ini.mkiv'.

Yes, of course there is ['catc-ini.mkiv']='tex/context/base', in ~/luatex-
cache/context/63...28/trees/063...lua
If i then enter full path to catc-ini.mkiv, it says:
! LuaTeX error <main ctx instance>:1: attempt to index global 'catcodes' (a nil
value)

Then process repeats, with other files from base/context.mkiv.

Tested on two machines (i386 and amd64) with debian sid and luatex
beta-0.65.0-2010121314 and beta-0.60.2-2010070110.

Known problem, MkIV is broken in experimental.

If you find a proper solution let me know, I don't know how to get
this beat working.

THose permanent setup changes to context MkIV are a pain.

MkII is working fine.
