Bug#638192: claws-mail: can't send mail if PGP plugin not loaded & default encryption selected

I am using claws-mail with a mail account that has the option set
to encrypt all outgoing messages.

Now claws-mail regularly loses its plugins (see my other bug report
today). When the PGP module gets lost like that, I can't send any mail at
all. The encryption systems available are correctly shown as
"None", and no encryption is selected, but there is an error
message that the mail can't be encrypted for storing.

I think users should be warned when encryption isn't possible, but
it should be possible to send mail anyway.

As no module is available for doing it there's not much more that
claws-mail can do other than showing a message.

I don't understand that. You mean warn before sending that the account
preferences indicate some privacy option (encryption or singning or both)
but currently there's no module for doing it so the user has a chance to
quit sending?

Anyway this would be a bit annoying for users which just unload the plugin
to disable privacy options (which is way easier than changing every
account's configuration). It's desirable for you right now because of the
other bug, which is the real problem, but that's not what you would expect
if you unload the plugin on purpose :)
