I don't think this is appropriate, at least at this time. Some parts of
Debian really like the format, but other maintainers really don't, and
Lintian tries not to take a stance (even at the pedantic level) on issues
of ongoing controversy.

I think it would be appropriate to add such a check in the profiles of
specific packaging teams who want to use DEP-5 on all of their packages,
but not centrally in Lintian's default profiles.
