Bug#662966: Uneeded conflict between openswan and raccon

Version: raccon/1:0.8.0-9

Hello,

the conflict were added 2 years ago because of bug #583334 (the file
/usr/share/man/man3/ipsec_set_policy.3.gz was available in both
packages).
But openswan doesn't contain that file anymore. Therefor I don't see
a reason for the conflict anymore. Can you remove it?

There is also a conflict in terms of port usage - both packages will use
UDP port 500 (and optionally 4500) and therefore conflict when running
at the same time.
