I have just installed network-manager and network-manager-gnome and am
so far completely unable to use it because of this problem.
I am able to start nm-applet, but when I open the nm-connection-editor
I can't do anything. If I click "Add" in any of the tabs, all buttons
in the window that pops up are greyed out. I can't create any kind of
connection, and therefore can't connect to the internet at all, either
wired or wireless. Sometimes there appears to be a wired interface
available, but there doesn't appear to be any way to establish a
connection with it, so it's useless.
Here are some of the terminal messages I see when I start nm-applet:
(nm-applet:4650): libnotify-WARNING **: Failed to connect to proxy
** (nm-applet:4650): WARNING **: Failed to show notification: GDBus.Error:org.freedesktop.DBus.Error.ServiceUnknown: The name org.freedesktop.Notifications was not provided by any .service files
and if I click on "Add" in the Wireless tab:

I don't get any messages when I try to "Add" in the "Wired" tab, but
still I am not able to do anything.
I am a member of netdev, and have even tried logging out and back in
multiple times with no affect. I've tried changing between Managed
and Unmanaged mode ([ifupdown]managed=true in
/etc/NetworkManager/NetworkManager.conf) also with no affect. I've
read all the included documentation and I see nothing that would help
the issue.
It would be nice if at the very least the application would inform me
why I am unable to do anything with it.
