Bug#682274: new upstream version available (1.3.20)

Upstream has two new releases after what is in sid, we should upgrade,
and I think we should consider asking for a freeze exception, as
apparently (according to the release notes), 1.3.20 is more stable.

Debian Release: wheezy/sid
APT prefers testing
APT policy: (500, 'testing')
Architecture: amd64 (x86_64)

Kernel: Linux 3.2.0-2-amd64 (SMP w/2 CPU cores)
Locale: LANG=fr_CA.UTF-8, LC_CTYPE=fr_CA.UTF-8 (charmap=UTF-8) (ignored: LC_ALL set to fr_CA.UTF-8)
Shell: /bin/sh linked to /bin/dash

I'd already been thinking about using such reasoning for 1.3.19;
I'll check into that for 1.3.20 as well. There's also a fix & update
for one of the LedgerSMB locale/po files in v1.3.20 (Debian #678281),
which also may help.
