The following statement can be attributed to Gary Shapiro, president and

the report “Patent Pending: How Immigrants are Reinventing the American
Economy,” issued today by the Partnership for a New American Economy:
“Supporting U.S. jobs and innovation is an American priority, and the
report released today by the Partnership for a New American Economy
illustrates how American-educated immigrants drive innovation. More than
three out of every four patents at the top U.S. universities in 2011 had
an immigrant inventor. We need to keep these innovative inventors in
America after they graduate, after they file their patents – especially
in the increasingly important science, technology, engineering and math
(STEM) fields. To do so, America needs strategic immigration reform.
“CEA reiterates its support for legislation that would allow
foreign-born, U.S.-educated immigrants to remain in America and use
their training to build businesses and create domestic jobs. Senators
and representatives from both sides of the aisle have introduced such
bills including: the Immigration and Naturalization Investment Ventures
for Engineering, Science, and Technology in America Act of 2011 (INVEST
in America Act) (H.R. 3692); the Immigration Driving Entrepreneurship in
America (IDEA Act) (H.R.2161); H.R.43, introduced by Rep. Darrell Issa
(R-Calif.), which would eliminate the diversity immigrant program and
re-allocate those visas to certain employment-based immigrants who
obtain an advanced degree in the United States; the SMART Jobs Act (S.
3192); the Securing the Talent America Requires for the 21st Century Act
of 2012 (STAR Act) (S. 3185); and the Startup Act 2.0 (S.3217/H.R. 589).
