Error 1719 when trying to install Office 2003 components

Hello all
I am trying to add Access to my installed Office 2003 programs. I
place the cd in the reader and there is no autoplay, I just get a
window listing files on the cd.
If I double click setup.exe I get the message
Error 1719. The Windows Installer Service could not be accessed. This
can occur if you are running Windows in safe mode, or if the Windows
Installer is not correctly installed. Contact your support personnel
for assistance.

I followed all of the steps in

which is where everyone with this problem is directed but it made no
difference.

I downloaded Windows Installer, WindowsInstaller-KB893803-v2-x86.exe
from Microsoft, and whe I try to run it I get the message :
Setup has detected that the Service Pack version of this system is
newer than the update you are applying.
There is no need to install this update.

I have just spent quite a while trying to find the answer on
Microsoft, trying to find the right forum to ask about it and finally
trying to get it to accept my Live ID and password. In the end I got
too frustrated so I am trying here.

Windows XP SP3.
The only change to my system within the last few months is removing
the drivers for my Epson RX620 printer and installing those for my new
Epson PX720.

Can anyone help ?

There is a recipe here for error 1719.

And the latest Windows Installer I could find was 4.5, for download.

A quick test that the program is there, is go to Start:Run and do

msiexec /?

and you get both proof it exists, and get a version number in the
resulting popup dialog box. It doesn't prove it actually works, just
that you have the executable and it's in the execution path and
could be found there.

I followed your suggestions and it made no diference.
I have already tried the suggestions in

so downloaded Installer 4.5 as you suggested.
Installer installed ok,
msiexec /? gave
Windows installer V 4.5.6001.22159
Still error 1719 when trying to install Office components.
