How do I enable my recover deleted items option?

My recover deleted items button under toold is grayed out so I am not able to utilize it. I am not sure if I changed anything but it was enabled sometime ago and now it is disabled. How do I fix that? Thank you, Sharon

I'm using Outlook 2003 Sp3, Exchange Server. Accidentally highlighted all inbox (ctrl-a) and hit delete key. I edited registry to add 'recover deleted items' to tools menu. They are not showing up in the list. Why not?
