internet explorer question

The Internet Explorer (version 5) on a windows 2000 setup has suddenly
refused to invoke a dialer and shows the message "Internet Explorer is unable
to display this page when you are not connected to the internet".
If the dailer is started via the "settings" flag and the status there
shows a connection has been made, IE still emits the same error.
Any suggestions on getting this to work again?

IE5?? You should at least have upgraded to IE6, although even that is no
longer supported.
