There are many solutions, both software only and
hardware based. These obviously differ in how they
work and in cost, but most will allow the system to
be as configured at each boot. If that config allows
users to do little or much does not matter, reboot and
the machine is back at square one.
You should do some googling about as you will find
maybe half to a dozen such products.
