Shortcut icons are Windows defualt icon

All shortcuts in Explorer are the Windows default icon. The Start Menu and Desktop shortcuts are fine. Also, some folders such as "History" and "Temporary Internet Files" are the Windows default icon. I've deleted the Icon Cache, ...
