Bug#708811: problem solved
Yes, it looks like that was the problem with dhcp. I put a dhcpd.conf in /etc/dhcp/ instead of /etc/, and it all works now. That file should have been in the new place even in squeeze, so this is definitely not a squeeze->wheezy upgrade ...
